Only technical proposals with a score of 75% and above shall qualify for opening of the financial proposalsOverall, the technical proposal shall be scored out of 70% while the financial proposal shall be scored out of 30%  
  • Background

Established in 2006, AGRA is an African-led, Africa-based and farmer-centered institution working to put smallholder farmers at the center of the continent’s growing economy by transforming their farming from a solitary struggle to survive to a business that thrives.

Working in collaboration with our partners—including African governments, researchers, development partners, the private sector and civil society— AGRA’s work primarily focuses on smallholder farmers – men and women who typically cultivate staple crops on two hectares or less.

In the current strategy, AGRA is supporting 11 African countries and 30 million smallholder farm households to increase their incomes and improve their food security. Under this strategy, AGRA will deliver through an approach that simultaneously catalyses change at farmer level, strengthens input and output market systems and puts government at the centre to enable and champion private-sector-led agricultural growth at national level.

  • Objective

The specific objectives of this assignment will be: –

  1. To propose recommendations (if any) for existing and potential safety and health concerns
  2. To fulfil the legal requirements as outlined in OSHA 2007 and submit an audit report to DOSHS and the Occupier.
  • Scope of Work
  1. To provide a baseline audit/assessment of the facilities with respect to occupational safety
  2. & health management.
  3. To provide information to enable the Admin unit develop appropriate occupational safety
  4. & health procedures.
  5. To train staff and committee in occupational safety and health awareness and management
  6. Facilitate and ensure the registration of AGRA as a workplace in Kenya
  • Methodology

The audits shall include but not limited to the following:

4.1      Workplace Safety, Health and Welfare Conditions

  1. Electrical safety
  2. Fire safety
  3. Construction safety
  4. Office Safety
  5. Road safety
  6. Machinery safety

4.2      Occupational Health and Hygiene Conditions

  1. Personal Protective Equipment (PPE)
  2. Ventilation
  3. Dust & allergens d)Overcrowding
  4. Housekeeping
  5. Lighting
  6. Handling of materials
  7. Noise
  8. Vibration.

4.3      General Conditions

  1. General Conditions
  2. Workplace efficiency
  3. Storage/warehousing and handling
  4. Welfare facilities e.g. crèche, nursing room, etc.

Any other relevant issues not listed above but stipulated in the procedure/ format for carrying out a safety and health audit.

Competence and Expertise Requirements

The firm should have been in operation for the last five (5) years, proven experience in offering similar services is essential.

  • Be a Registered a trainer on Occupational Safety and Health by the Directorate of Occupational Safety and Health Services (DOSHS) and National Industrial Training Authority (NITA).  A detailed profile along with the curriculum vitae of the Safety   and Health Advisor/Auditors, to be involved in the assignment should be provided
  • The firm will be required to provide details of at least 3 similar studies undertaken in Kenya. The Consultant(s) should provide adequate information indicating that he/she is/are qualified to undertake the assignment successfully by providing the following information:
  1. Description and experience in similar assignments; and
  • Availability of appropriate skills, competencies and qualifications among professional staff amongst others. This will enable AGRA short-list suitable Consultant(s) for the next stage of the selection process.
  • Required Skills and Experience of key staff
  • Education: 

At least a Master Degree in Occupational Safety and Health, Safety Engineering or equivalent from a recognized University..

  • Training

Sound Background in Occupational Safety and Health and must have undergone training on Occupational Safety and Health Audits.

  • Skills

Must possess communication skills both oral and written, presentations skills and auditing skills.

  • Job Experience:

Minimum 5 years’ professional experience in 8 years’ experience in Occupational Safety and Health

Must have been a Safety and Health Advisor in at least 3 Projects.

Must be registered with Directorate of Occupational Safety and Health Services (DOSHS) as a Safety and Health Advisor and having a valid certificate.

  • Key Deliverables/Expected Outputs

The expected outcome of this Consultancy Service is to have Risk Assessment, Safety and Health Audit Reports, Fire Risks Audit Reports, Registration of AGRA and training of safety & health committee. This assignment will be required to take a maximum period of 1 month.

  • Duration:

This assignment will be required to take a maximum period of Two (2) weeks.

  • Reporting arrangements

The consultant shall report to the Director of Human Resources & Administration who will assign all activities under the contract and approve all deliverables and invoices.

  • Evaluation Criteria

Technical proposals will be evaluated against the following criteria:

  1. Company profile and Organizational capacity ……………………………….. 20%
  2. Experience in carrying out similar assignments …………………………………..50%
    • Consultants understanding of the consultancy requirements
    • The proposed methodology and project implementation/delivery plan (key)
    • Detailed reference list indicating the scope and magnitude of similar assignments. Each reference to clearly indicate client, contact person – their designation, email address and mobile phone, summary of assignment, cost and when it was carried out.
    • Relevant services undertaken in the past 3-5 years
  3. Key personnel ………………………………………………………………………30%
    • Provide CV’s of at least three (3) key personnel that demonstrate expertise and knowledge in Occupational Safety and Health.

NB:

  • Only technical proposals with a score of 75% and above shall qualify for opening of the financial proposals
  • Overall, the technical proposal shall be scored out of 70% while the financial proposal shall be scored out of 30%
  • Application Submission Requirements

The proposal should include:

Technical Proposal

  1. Detailed Curriculum Vitae
  2. Detailed reference list indicating the scope and magnitude of similar assignments carried out
  3. Demonstrate possession of qualification and experience required
  4. Provide methodology, work plan and understanding of the assignment

Financial Proposal

  1. The consultant shall provide a daily rate for carrying out the assignment
  2. The consultant may also propose additional pricing options or modalities for consideration.
  3. Price must be quoted in US Dollars (USD)
  4. All applicable taxes (withholding taxes) should be quoted separately
  5. If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive;
  6. Reimbursable costs if applicable shall be quoted separately.
  7. The financial proposal shall be submitted separately from the technical proposal and should be password protected. Only the candidates meeting the minimum technical score (>75%) shall be requested for the password to their financial proposal
  • Preparations and Submission of Proposals
  1. The proposals SHALL be submitted to procurement@agra.org by deadline indicated in the synopsis
  2. The proposal and ALL Attachments submitted via email SHALL NOT exceed 10MB
  3. VALIDITY of the proposal shall be for a period of 90 days from the date of bid closure.
  4. Financial proposal shall be sent as a separate attachment and MUST be password protected.
