Mandatory Eligibility Requirement
1. Consultant/Supplier must register on the vendor registration link provided above and attach the following:
2. Company profile including list of similar assignments/services carried out, past and current clients
3. Trading license or certificate of incorporation
4. Copy of ID/Passport for Company Director
5. TAX clearance certificates (Applicable to firms originating from Kenya, Rwanda, Ghana, Tanzania and Mozambique)
6. Copy of Personal/Tax Identification Number certificate (Applicable to firms originating from Kenya, Rwanda, Ghana, Tanzania and Mozambique)
7. Shall not be sanctioned or blacklisted by any government or institution  

Evaluation Criteria summary:
1. Company profile and organisation capacity– (20%)
– Be a registered public health specialist consultant or firm
– At least eight (8) years proven experience in offering similar services
2. Experience in similar assignments (30%)
– Provide details of at least 3 similar studies undertaken in Kenya successfully
3. Proposed approach, methodology and work plan for carrying out the assignment –(20%)
– Approach and methodology -20%
– Work plan -10%
4. Key personnel (30%)

Weightage
– Technical Proposal will be weighted out of 80%
– Financial Proposal will be weighted out of 20%  

NB: Only the consultancy firm(s) with technical proposal equal or above 75% shall be considered for financial negotiations

Provision of OSHA & Covid-19 Public Health Consultancy for AGRA

Background and Context

The Alliance for a Green Revolution in Africa is a not-for-profit organization working with African governments, other donors, NGOs, the private sector and African farmers to improve the productivity and incomes of resource poor smallholder farmers significantly and sustainably in Africa. AGRA aims to ensure that smallholder farmers have what they need to succeed: good seeds and healthy soils; access to markets, information, financing, storage and transport; and policies that provide them with comprehensive support. Through developing Africa’s high-potential breadbasket areas, while also boosting farm productivity across more challenging environments, AGRA works to transform smallholder agriculture into a highly productive, efficient, sustainable and competitive system, while protecting the environment.

Under its recently refreshed strategy AGRA will make investments in three new components: 1) Catalyze an agricultural transformation in key agro-ecological zones on the continent, 2) Unlock the value of private and public sector investments to sustain agricultural transformation, and 3) Develop capacities and capabilities that will strengthen and sustain the foundation for African agricultural transformation in the future

AGRA’s mission is to catalyze an agricultural transformation in Africa through innovation-driven, sustainable, productivity increases and access to finance that improve the livelihoods of smallholder farmers.

Pursuant to the above highlighted, AGRA would like to engage a qualified Public Health Consultant to carry out year 2021 Occupational Health and Safety, fire and Covid-19 assessment audit for its Headquarters in Nairobi.

Specific objectives

The specific objectives of this assignment will be;

  1. Asses the AGRA Nairobi office and West End Building Common Areas for Occupational Health and safety, fire and Covid-19 safety.
  2. Identify risk areas both in the AGRA Nairobi office and West End Building common areas for existing and potential safety, fire and health concerns.
  3. Propose recommendations (if any) for the West End building management to mitigate any OSHA, fire and Covid-19 risks in identified Common areas.
  4. Propose recommendations (if any) for AGRA Management to mitigate any OSHA, fire and Covid-19 risks in the AGRA Nairobi office.
  5. Advise on all necessary Occupational Health & Safety, fire and Covid-19 measures that AGRA Management should take.
  6. Advise on provision of Fire and first aid safety training.

The Scope of Consultancy

The scope of work will be;

  1. To perform an OSHA, Fire and Covid-19 audit/assessment of the AGRA office and West End Common area facilities.
  2. To provide recommendations to AGRA management on the development of appropriate OSHA, fire and Covid-19 workplace mitigation measures.
  3. To perform a fire audit in both AGRA office and West End Common areas
  4. To provide recommendation on Fire Safety and mitigation plans
  5. To carry out a Fire Safety Training in October 2021
  6. To carry out a First Aid Training in October 2021

Methodology

The audits shall include but not limited to the following;

  1. Occupational health and safety conditions that also include Covid-19.
  2. General office Occupational Health and Hygiene Conditions as per OSHA regulation Act.
  3. General fire safety conditions
  4. General Health & Safety conditions.

Competence and Expertise Requirements

The firm or consultant should;

  1. Be a Registered Public health specialist consultant or firm
  2. have been in operation for the last eight (8) years with proven experience in offering similar services.
  3. Provide a detailed profile along with the curriculum vitae of the Public Health Advisor/Auditors, to be involved in the assignment.
  4. Provide details of at least 3 similar studies undertaken in Kenya successfully by providing the following information:
    – Description and experience in similar assignments
    – Availability of appropriate skills
    – Competencies and qualifications among professional staff

Expected Results and Deliverables

The ultimate deliverables for this Consultancy Service are;

  1. OSHA & Covid-19 audit Assessment (AGRA office & West End Building).
  2. OSHA Safety and Health Audit report with recommendations on workplace safety.
  3. Fire Safety audit report with recommendations on workplace safety.
  4. Mapped best practices and recommendations
  5. Produce and submit a copy of the report to DOSHS Offices
  6. Submit one copy of the report for each Audit acknowledged by DOSHS to ALLIANCE FOR A GREEN REVOLUTION IN AFRICA (AGRA) management.
  7. Arrange for renewal of AGRA DOSHS Certification
  8. Fire safety training methodology
  9. First aid training methodology

Qualification and Experience of the key experts

  1. Master’s degree in public health or equivalent from a recognized University with sound background in Public Safety and Health and must have undergone training on Occupational Safety and Health Audits.
  2. Must have a minimum of 8 years’ experience in Public Health & Occupational Safety and Health; and Must have been a Public Health Advisor in at least 4 Projects.
  3. Must be registered with Directorate of Public Health and have a valid practicing certificate
  4. Must possess communication, presentation & auditing skills

Timeline

The Consultant(s) shall conduct the assignment within a period of Four (4) weeks.

Commencement

 The audit shall commence within seven (7) calendar days of signing the contract.

Reporting

The Consultant(s) will work directly with the Director, Human Resources & Administration. The Consultant will also engage the Human Resources & Administration team as well as other key AGRA teams and staff as needed in the delivery of the assignment.

Proposed payment terms

100% upon completion of the assignment.

Application Submission Requirements

A. Technical Proposal

  • Detailed Curriculum Vitae
  • Detailed reference list indicating the scope and magnitude of similar assignments carried out
  • Demonstrate possession of qualification and experience required
  • Provide methodology, work plan and understanding of the assignment

B. Financial Proposal

  • The consultant shall provide a financial proposal for carrying out the assignment in the format indicated under annex A.
  • All applicable taxes (VAT) MUST be quoted separately
  • The financial proposal shall be inclusive of the applicable withholding taxes. If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive;
  • Reimbursable costs if applicable shall be quoted separately.
  • Price must be quoted in USD ($) or KES
  • The financial proposal shall be submitted separately from the technical proposal and should be password protected. Only the best candidate shall be requested for the password to their financial proposal

Guidelines for Preparations and Submission of Proposals

  1. The proposals SHALL be submitted to procurement@agra.org by deadline indicated in the synopsis
  2. The proposal and ALL Attachments submitted via email SHALL NOT exceed 10MB
  3. VALIDITY of the proposal shall be for a period of 90 days from the date of bid closure.
  4. Financial proposal shall be sent as a separate attachment and MUST be password protected. The password shall be requested from the best technically qualified individual
