TERMS OF REFERENCE

  1. Background

AGRA, www.agra.org, is a not-for-profit organization working with African governments, other donors, NGOs, the private sector, and farmers to improve the productivity and incomes of resource-poor smallholder farmers in Africa. AGRA aims to catalyze an inclusive agricultural transformation in Africa by increasing incomes and improving food security for millions of smallholder farmers in Africa. 

Across African countries today, there is a need for better, more timely use of evidence, and more targeted approaches, to improve the quality of policymaking by African governments specifically to overcome policy constraints and structural blockages to agricultural transformation. Through the Hub for Agriculture Policy Action (HAPA), AGRA provides policy consolidation and translation advisory services to governments seeking to reform, refine, and/ or develop a more clearly defined policy direction. The approach recognizes the urgent need for timely policy support to the Agriculture sector, which plays an important role in ensuring inclusive growth. It also recognizes the demands for political expediency and the need to ensure that a particular policy direction is anchored in evidence. 

Through HAPA, AGRA aims to increase the use of evidence to inform decisions during policy-making and implementation. HAPA works with local partners such as research actors to collate existing data and evidence, expertise, and best practices that respond to a government request for policy support and package these into a set of actionable policy recommendations. 

  1. Context and Rationale of the consultancy

The Hub for Agriculture Policy Action (HAPA) has continued to engage with African Governments hence growing a pipeline of requests in Western, Eastern, and Southern Africa. As an out-turn of the continued engagements, governments have become more aware of the HAPA service. This has resulted in continued requests from governments for HAPA support to respond to their quick policy needs either as a first ask or consecutive ask linking to a previous support. HAPA is demand-driven and the turnaround time in responding to requests by the governments is of essence. To deliver on the growing and robust pipeline, HAPA engages local in-country partners and think tanks to collate existing data and evidence, and best practices working closely with the AGRA Country offices in managing the assignments to respond to the asks.

In Uganda, HAPA is currently providing technical support to the Ministry of Agriculture, Animal Industry and Fisheries to assess the responsiveness of public expenditure in Agriculture on the livelihoods of farmers in Uganda through a local in-country consultancy firm. 

HAPA is therefore seeking a motivated and experienced Consultant to lead the validation of the findings with stakeholders including government, private sector, development partners and other non-state actors. 

  1. Objectives of the Consultancy

The objective of the assignment is to support the validation process of the technical report and other deliverables to be presented to stakeholders. 

  1. Duties and responsibilities of the Consultant 

The validation facilitator will perform the following tasks;

  1. Review all consultants reports and other documentation as part of the preparation for the validation process and workshop making sure conformance with HAPA reporting standards.
  2. Facilitate meetings with government officials and relevant Stakeholders.
  3. Develop a validation plan and share it with all stakeholders in readiness for the validation workshop.
  4. Develop a validation summary report based on consultant deliverables.
  5. Ensure collaboration with the consulting firm and other stakeholders on the validation process and logistics.
  6. Lead preparations and entire development including the invitation process of the validation workshop.
  7. Facilitate all in-country early engagement with stakeholders, planning meetings and discussions on the validation process and workshop.
  1. Key Deliverables
  1. Workshop validation report highlighting issues from stakeholder discussions and comments
  2. Summary of stakeholder comments during the validation workshop for a final high-quality reviewed deliverable.
  1. Required Competencies 
  1. A Master’s degree in the area of Economics, Agricultural Economics, Political Science, social sciences, or related field. A PhD will be an added advantage. 
  2. At least 7 years of relevant experience in poverty assessment, and public expenditure assessment in agricultural and/or rural development sectors.
  3. Ability to take initiative and to work independently – as well as – part of a team.
  4. Knowledge and experience in quantitative economic and policy analysis.
  5. Knowledge of public expenditure allocations in agriculture and allied economic sectors preferably in Uganda.
  6. Prior consultative engagements of a similar nature and experience in economic research as demonstrated in previous assignments .
  7. Familiarity with applicable public sector regulations and government structures and institutions.
  8. Relevant experience in the topics of private sector investment in agriculture or financial analysis within the agricultural and/or rural development sectors.
  9. Excellent and proven analytical skills.
  10. Excellent process management and facilitation skills.
  11. Excellent and proven English writing and oral skills.
  12. Strong interpersonal skills – including but not limited to – the ability to work under pressure with restrictive timelines and to establish and maintain effective working relationships with people. 
  1. Timelines 

The work will be conducted over a period of 20 days.  The consultant shall spend the first 10 days familiarizing himself/herself with the deliverables of the ongoing consultancy and liaise with government on a workshop program, 2 days facilitating the workshop, and the last 8 days on summarizing workshop validation report and summary of stakeholders.

In carrying out this assignment, the consultant will be supervised directly by AGRA represented by the Head of HAPA Unit or his designate.

The consultant shall be based in Uganda.

  1. Application Submission Requirements 

a) Technical Proposal

  1. Detailed Curriculum Vitae
  2. Detailed reference list indicating the scope and magnitude of similar assignments carried out
  3. Demonstrate possession of qualification and experience required.
  4. Provide work plan, approach and understanding of the assignment not exceeding 5 pages. Any supporting documents may be attached as annexes.

b) Financial Proposal 

  1. The consultant shall provide a financial proposal for carrying out the assignment. Use the templates provided in annexes A, B and C for the financial proposal. You may modify where necessary.
  2. Reimbursable costs if applicable shall be quoted separately.  These will be reimbursed based on actual cost incurred.
  3. Professional fees shall include the applicable withholding tax.
  4. If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive. 
  5. Prices must be quoted in USD ($). Contracting will be in USD and bidders are encouraged to have a USD bank account. 
  6. The financial proposal shall be sent as a separate attachment and MUST be password protected.
  1. Guidelines for Preparations and Submission of Proposals 
  1. The proposals SHALL be submitted to procurement@agra.org by deadline indicated in the synopsis
  2. The proposal and ALL Attachments submitted via email SHALL NOT exceed 10MB
  3. VALIDITY of the proposal shall be for a period of 90 days from the date of bid closure.
  4. Financial proposal shall be sent as a separate attachment and MUST be password protected. The password shall be requested from the best technically qualified individual.
