Background

The Alliance for a Green Revolution in Africa (AGRA, www.agra.org) is a not-for-profit organization working with African governments, other donors, NGOs, the private sector and African farmers to significantly and sustainably improve the productivity and incomes of resource poor smallholder farmers in Africa.  AGRA’s strategy for 2017-2021, focuses on furthering the agricultural transformation in 11 African countries.  To achieve this, AGRA has been evolving and recently defined its delivery model to three delivery buckets which are; 1) Policy and State Capability, 2) Partnerships, and 3) Systems- Seeds, fertilizers, inputs distribution, agricultural extension, markets, and inclusive finance. In order to understand and frame AGRA’s unique value proposition in agricultural transformation, AGRA conducts studies, evaluations and research studies.

AGRA has been working to improve smallholder agriculture in Africa since its inception in 2006 by working with partners to provide technical assistance, convening actors across the sector, and using its voice with governments and the media to help inform the continental and national agenda. Results from such interventions are important, not only for decision-making and accountability purposes, but also for learning and dissemination across AGRA’s stakeholders. AGRA has funded many evaluations as well as special studies in its focus countries.  We are seeking to have key information, lessons learned, best practices, unique models and innovations, and recommendations synthesized from these reports and shared internally with staff and externally with other stakeholders and partners.

It is for this reason that AGRA is seeking to engage the services of a consultant to assist in synthesizing the evaluations and special studies that have been conducted in AGRA under the supervision of the M&E Unit, so that these can become part of easily usable knowledge that can be widely disseminated.

Objective of the assignment

The main objective of this assignment is to summarize and provide a synthesis of the AGRA evaluations, survey reports, and special studies reports. The main assignment will be to;

  • Review reports, identify and synthesize key information, lessons learned, best practices, unique models and innovations, and recommendations for follow-up actions. The following are some of the reports included in this assignment:
  • Impact evaluation reports
  • Annual Outcome survey reports
  • Special studies
  • End of Program Evaluation for South Sudan
  • PASS/ SSTP Evaluation
  • Consortia Evaluation
  • Assist the M&E team with preparation of the quarterly report publications

Scope of Work

The assignment will cover evaluations conducted by AGRA on various programs.  Therefore, the proposed methodology will entail a desk review of the evaluation reports.  While maintaining independence/neutrality, the review shall adopt a participatory approach.  The M&E team will avail the reports to the consultant.

The consultant will be expected to provide a detailed implementation plan, including key tasks, activities and timelines.

Expected deliverables

In order to achieve the purpose of this assignment, the following deliverables are expected from the consultant:

  • High quality synthesis of key information, lessons learned, best practices, unique models and innovations from each of the evaluation not exceeding 3 pages.
    • Quarterly program progress publications focused on different themes
    • Fully designed synthesized reports.

Qualification and experience required

The consultant must meet the following requirements:

  1. At least a master’s degree in agriculture, communication, information technology or a related field
  2. Experience in knowledge documentation
  3. Able to synthesize complex material to succinct, concise
  4. Good command of English

Duration:

The implementation of this assignment will be carried on a need basis over a period of one year (12 months). The estimated man days shall not exceed 100 days.

Reporting arrangements

The consultant shall report to the Head of M&E who will assign all activities under the contract and approve all deliverables and invoices.

The proposal should include:

Technical Proposal

  1. Detailed Curriculum Vitae
  2. Detailed reference list indicating the scope and magnitude of similar assignments carried out
  3. Demonstrate possession of qualification and experience required
  4. Provide methodology, work plan and understanding of the assignment

Financial Proposal

  • The consultant shall provide a monthly fee for carrying out the assignment
  • All applicable taxes (withholding taxes) should be quoted separately
  • If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive;
  • Reimbursable costs if applicable shall be quoted separately.
  • The financial proposal shall be submitted separately from the technical proposal and should be password protected. Only the best candidate shall be requested for the password to their financial proposal

For Preparations and Submission of Proposals

  • The proposals SHALL be submitted to procurement@agra.org by deadline indicated in the synopsis
  • The proposal and ALL Attachments submitted via email SHALL NOT exceed 10MB
  • VALIDITY of the proposal shall be for a period of 90 days from the date of bid closure.
  • Financial proposal shall be sent as a separate attachment and MUST be password protected. The password shall be requested from the best technically qualified individual
