CONSULTANTS TO SUPPORT AGRA MONITORING AND EVALUATION FUNCTIONS IN BURKINA FASO AND MALI

  1. Introduction:

Founded in 2006, the Alliance for a Green Revolution in Africa (AGRA) is an African-led and African-based organization that seeks to catalyse Agriculture Transformation in Africa. AGRA focuses on putting smallholder farmers at the center of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. As the sector that employs the majority of Africa’s people, nearly all of them small-scale farmers, AGRA recognizes that developing smallholder agriculture into a productive, efficient, and sustainable system is essential to ensuring food security, lifting millions out of poverty, and driving equitable growth across the continent.

Under its 5-year strategy (2017 – 2021), AGRA looks to catalyse and sustain an Inclusive Agricultural Transformation in Africa to increase incomes and improve food security for 30 million farmers. Under this strategy, AGRA delivers through an approach that simultaneously fosters systems change and puts government at the center to enable and champion private-sector-led agricultural growth at national level. Monitoring, Evaluation and Learning (M&EL) is key in providing timely and accurate data and lessons to support evidence-based decision making towards achievement of AGRA strategic objectives. The grant management and monitoring process is fully automated through an online system named AGRA Management Information System (AMIS).

To Support the M&EL function in Burkina Faso and Mali, AGRA is seeking to recruit two qualified individual consultants. The Consultants will be based in Ouagadougou (Burkina Faso) and Bamako (Mali) with approximately 30% travel in the project site in their country of assignment.

  • Scope of work:

Under the supervision of the GST 1 M&E Officer, the Consultants are primarily responsible for reviewing grantee reports, checking data quality, producing monthly monitoring reports and quarterly grant status reports as well as supporting the M&E Officer in his/her roles. The Consultants shall perform the following specific assignments:

        i.            Lead data collection on country level yearly indicators and input them into AMIS;

      ii.            Check and input any missing grant and country targets in AMIS;

    iii.            Support mapping of indicators and targets for new grants in AMIS;

    iv.            Assist implementing partners (grantees) to implement performance plans and support capacity building of grantees in data collection, analysis and reporting;

      v.            Contribute in checking data reported by grantees in AMIS with respect to data in the manual Indicator performance tracking tables (IPTT) and narrative and milestone reports uploaded;

    vi.            Contribute to periodic data quality assessments in partnership with in-country firms;

  vii.            Liaise with grantees to make sure data reported are sufficiently disaggregated by gender, age group, crops, training topics participants types etc.;

viii.            Generate grant and consortia dashboards to support consortia quarterly reviews and planning;

    ix.            Contribute in production of monthly monitoring reports and quarterly grant status reports;

      x.            Assist in the monitoring of the implementation of activities; this may involve reviewing work plans, quarterly reports, participating in field visits, initiating regular portfolio reviews and contributing to program evaluations;

    xi.            Contribute to the design of results frameworks (RF), key performance indicator (KPI) tables and project implementation plans (PIP) of new grant proposals.

  xii.            Provide input into the design, implementation and dissemination of findings from evaluations, special studies and assessments;

xiii.            Support AGRA knowledge management agenda; and

xiv.            Undertake any additional duties assigned by the M&E Officer and/or the Country Managers.

  • Reporting:

The Consultants shall report directly to the M&E Officer and the Country Manager of the assigned Country.

  • Duration:

The consultancy shall be for an initial period of 12 months.

  • Qualifications of the Consultants:

        i.            A least a master’s degree in agricultural economics, economics, statistics, rural development or projects management;

      ii.            At least five (5) years of experience in Monitoring and Evaluation, Survey Design and data analysis in the Mali and/or Burkina Faso;

    iii.            Excellent communication and writing skills in English and French;

    iv.            Practical experience in the use of mobile data collection platforms including CSPro and CAPI tools;

      v.            Proficiency in Excel and;

    vi.            Ability to perform statistical and econometric analyses in STATA or other Statistical package (R, NLOGIT, SAS etc.).

  • Evaluation Criteria

           i.            Qualification of the individual Consultant relevant to the assignment: [20%]

         ii.            Experience in carrying out similar assignments: [30%]

       iii.            Technical approach, methodology and work plan (maximum of 5 pages): [40%]

       iv.            Relevant experience in the region: 10%

  • Proposal Submission

Technical proposal:

Interested and qualified consultants are invited to submit their proposal(s) comprising of the following:

        i.            An understanding of the consultancy requirements

      ii.            Delivery plan including description of methodology, preliminary session flow, and preliminary design of the activities, outputs and outcomes (maximum of 5 pages)

    iii.            Detailed reference list indicating the scope and magnitude of similar assignments along with three professional referees contacts

    iv.            Relevant services undertaken in the past ten (10) years

      v.            Registration and other relevant statutory documents

Financial proposal:

FINANCIAL PROPOSAL must be provided in the prescribed format, RFP ANNEX B, supported with a breakdown analysis and will provide the following information, but is not limited to:

        i.            Professional fees chargeable per day

      ii.            Breakdown of disbursements if applicable

    iii.            Must be submitted using the format provided, RFP Annex B: Financial Proposal

    iv.            Price must be quoted in US Dollars (USD)

      v.            All applicable withholding taxes shall be included. If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive;

    vi.            Financial proposal shall be valid for a period of 90 days from the date of bid closure.

  vii.            Financial proposal shall be sent as a separate attachment and MUST be password protected.

  • requirements

        i.            Brief Technical proposal, detailed CV and Financial Proposals must be submitted separately to procurement@agra.org by May 29th, 2020 at 1700 Hours East Africa Time (GMT +3).

      ii.            The subject of the email MUST read “RFP/RN00226/ GHANA/2020”. AGRA shall not be liable for not opening proposals that are submitted with a different subject.

    iii.            Technical and Financial proposals will need to be submitted as separate documents.

    iv.            Only financial proposal of the best candidate will be opened and negotiated.

      v.            Neither technical nor financial proposals should exceed 10MB.

    vi.            The financial proposal MUST be password protected.

  vii.            The Financial proposals shall include all applicable taxes. If taxes are not mentioned in the financial proposal, AGRA shall consider them as included in the prices provided.
