Request for Expresssions of interest for Two Procurement Consultants

Background

The Alliance for a Green Revolution in Africa (AGRA, www.agra.org) is a not-for-profit organization working with African governments, other donors, NGOs, the private sector and African farmers to significantly and sustainably improve the productivity and incomes of resource poor smallholder farmers in Africa. AGRA aims to ensure that smallholder farmers have what they need to succeed: good seeds and healthy soils; access to markets, information, financing, storage and transport; and policies that provide them with comprehensive support. Through developing Africa’s high-potential breadbasket areas, while also boosting farm productivity across more challenging environments, AGRA works to transform smallholder agriculture into a highly productive, efficient, sustainable and competitive system, while protecting the environment.

In an effort to ensure efficiency in our procurement processes, AGRA needs services of two procurement consultants to give support to the Procurement Unit for a period of 6months.

Objective of the assignment

Under the supervision of the Head of Procurement, the procurement consultants will provide support in processing of all procurement requests including preparation of requests for proposals and evaluation of proposals.

Scope of Work

The procurement consultants will be required to carry out the following activities:

  1. Review procurement requests including terms of references and follow up with requesting Units to ensure completeness and timely solicitation of proposals;
  2. Provide procurement support in preparation of solicitation documents and evaluation of proposals as a member of the technical evaluation panel;
  • Ensure timely response to all vendor/consultant’s requests for clarifications;
  1. Provide support in establishment of framework agreements with service providers in all AGRA Countries;
  2. Provide support during procurement planning and ensure timely implementation of the plan;
  3. Participate in contract negotiations and contract management;
  • Carry out procurement training to staff;
  • Ensure a proper filing system is maintained;
  1. Provide support in timely procurement reporting;
  2. Carry out any other procurement activities as shall be assigned by the Head of Procurement

Deliverables

The procurement consultant is expected to submit a monthly report on activities carried out

Duration

The assignment shall be carried out on a full time basis for a period of 6 months.

Reporting

The Procurement Consultants will report to the Head of Procurement

Profile of the procurement consultants

The procurement consultant shall possess the following:

  • A post graduate degree in procurement or Chartered Institute of Purchasing and Supply (CIPS);
  • Demonstrated experience in carrying out procurement of consultancy services;
  • Over 8 years’ experience in public procurement;
  • Knowledge of best practices such as guidelines of donors including Governments, Private Foundations and Multilateral Agencies;
  • Experience working with Not for Profit international organizations will be an advantage;
  • Experience in carrying out procurement training;
  • Strong analytical skills, commitment to accuracy, attention to detail and to maintaining a timely and efficient work flow;
  • Excellent communication skills, ability to work in multicultural environments, and ease in interpersonal relationships;
  • Reliable and responsible personality and capacity to work under demanding professional circumstances and in an international environment;

  • An application letter and confirmation of availability;
  • Copies of Academic certificates and other relevant certificates;
  • Signed Curriculum Vitae;
  • At least three referees

Financial Proposal

The consultants shall submit password protected financial proposals based on a monthly remuneration fee inclusive of withholding taxes. Passwords shall be requested from only the best candidates.

Selection procedure

Step 1: Shortlisting

A short list of candidates expressing interest shall be established based on the qualifications and experience of the candidates. Only shortlisted candidates shall be evaluated based on the evaluation criteria below.

Step 2: Evaluation Criteria

NB:

  • Only the best candidates with a score above 75% shall be considered for negotiations
