Jean Paul Ndagijimana

Country Director-Rwanda AGRA

Jean Paul Ndagijimana is the Rwanda Country Director for the AGRA. Under his leadership, AGRA Rwanda has transformed from relying entirely on imported seeds to achieving self-sufficiency, producing more than 100% of the country’s seed demand locally. This success has been recognized by the government, which has included AGRA in the team designing the five-year strategy for agricultural transformation. Jean Paul manages a team of five and oversees an investment of $11.8 million through 32 implementing partners, spanning government, private sector, and civil society. His efforts have led to a significant increase in the Rwanda budget from $11.8 million (2017-2022) to $45 million (2023-2027).

Previously, Jean Paul served as the Rwanda Country Director for the Clinton Foundation, where he pioneered large-scale land consolidation and oversaw the largest horticultural farm in the country. He also held roles as Kenya Country Director and Africa Director, where he stabilized programs, strategized continental visions, and supported country directors. His extensive experience includes leadership positions with World Relief in Kenya and Rwanda, and consultancy work with KPMG Rwanda, where he managed tax and legal business lines and supported NGO clients with compliance and reporting requirements.
