Frank Muvunyi

Head, Procurement

Prior to joining AGRA, Frank was a Public Procurement Consultant. He has over 15 years’ experience, 12 of which are specific experience with World Bank and AfDB funded projects. He has worked within the Eastern African Region and beyond including Zambia. As a consultant, he has specifically managed the procurement cycle of over ten projects under World Bank as well as AfDB funding with focus on infrastructure projects. He brings in expert knowledge of National, World Bank, AfDB and other development partners’ procurement procedures, as well as the EU Procurement Directives.

Frank has also carried out procurement consultancy assignments for various Government of Rwanda Institutions, NGOs and the private sector, including PricewaterHouse Coopers (PWC), International Labour Organisation (ILO), Great Lakes Initiative on AIDS (GLIA) and Danish Energy Management A/S. At the time of his recruitment he was a member of Board of Directors of Rwanda Public Procurement Authority and the first Chairperson of the Association of Procurement Professionals (Rwanda).

Frank holds a BSc in Electrical Engineering and a Master’s degree in Public Procurement with experience in complex and routine procurement cycle management for goods, works, consultancy services and non-consulting services.
